NLT at FEMA

Since 2005, NLT has held a series of contracts with FEMA totaling more than $6 million and including
the following services:

NLT provided ongoing support to FEMA’s long-term disaster and recovery efforts in the Gulf Region. NLT’s post-hurricane support enhanced the quality of services provided by local, regional, and national FEMA GIS departments.
NLT has supported FEMA’s Geospatial Intelligence Units nationwide for the last 5 years. In 2007, NLT took over the agency’s GIS On-Call Technical Support to Joint Field Offices contract. NLT’s work has included field deployment of GIS analysts in more than 50 declared disasters, all 10 regions, several security events, and at FEMA Headquarters.
NLT is collaborating with FEMA’s Enterprise Geospatial Solution to streamline the collection and dissemination of satellite imagery used by GIS analysts in disaster response and recovery efforts across the country.
NLT has developed and maintains a mobile server solution for FEMA’s Incident Management Assistance Teams (IMAT). NLT’s custom-built laptops are housed in ruggedized cases and equipped with geospatial applications that use ESRI and Oracle products. When disaster strikes, these mobile servers allow IMAT staff to access vital information quickly and conveniently from remote locations.
NLT has produced DFIRMs (Digital Flood Insurance Rate Maps) for FEMA. Digital versions of floodplain maps, DFIRMs contain information not usually available on paper maps. NLT’s work includes boundary cleanup, topology checks, polygon construction, annotation placement, and quality control of DFIRMs in Washington, Allegany, and Carroll Counties, Maryland.
NLT has recently been awarded a task order to support FEMA’s Map Analysis Center (MAC). MAC produces maps for the disaster situation reports that FEMA submits to the Executive Branch. During a declared disaster, MAC’s requirements for GIS professionals can more than double; NLT will be providing the necessary staff augmentation.

In the wake of Hurricane Katrina, FEMA let a 6-year, $1 billion IDIQ contract to overhaul the agency’s IT infrastructure. NLT has teamed with contract winner IBM to satisfy GIS-related task orders under EADIS (Enterprise Application Development Integration and Sustainment).
NLT is on the winning teams for two recently awarded FEMA contracts:
One is FEMA’s SETA (Systems Engineering and Technical Assistance), a 5-year IDIQ contract with a total ceiling of $290 million.
The second is a 5-year, $21 million contract with the Risk Reduction Division of FEMA’s Mitigation Directorate to provide programmatic technical assistance in applying and maintaining FEMA’s Benefit Cost Analysis (BCA) Tool.
